Goal 1: Downtown Master Plan
Objective: Pursue a Downtown Master Plan
Action Plan:
• DBDA to fund raise through public and private
sources, to include monies and in-kind donations to create a master
plan with the time frame of the next 2 fiscal years.
Goal 2: Purchase of TOB Site Furnishing
Objective: Purchase and Donate Site Furnishings to the TOB for the Municipal Service District
Action Plan:
• DBDA to fund raise through public and private
sources, to include monies and in-kind donations for the purchase and
donation to the TOB site furnishings in the Municipal Service District,
within the time frame of the next fiscal year. Re-allocate DBDA
Budget items to accommodate $10,000.00 for the purchase of site
furnishings in 2009-10; committee to purchase additional $10,000.00 in
site furnishings through fund raising in 2009-10.
Goal 3:
Assist with the Coordination of a Proposed TOB
Appointed Parking
Group
Objective: Analyze Parking Strategies for Downtown and Recommend
Short-Term and Long-Term Parking Strategies to the Boone Town Council
by September 2009
Action Plan: Examine Current Problems, Project Future Demand for
Parking Downtown; Propose Financing Options for any Proposed
Goal 4: Continue the Existing Public Relations Events and Existing Public Art Programs
Objective: Support the downtown Municipal District with Community Relations tools.
Action Plan:
• Organize, Conduct and Promote Public Events:
o July 4th Parade
o Christmas Parade
o Halloween Boone Boo
o Easter-Egg Event
• Organize, Conduct and Promote Public Art/Space:
o Monthly Art Crawl
o MSD Sculpture Program
o Assist in the completion of the Two Street Gardens through a partnership with the Town of Boone
o Assist with the installation of Wayne Trapp
Sculpture and Gateway Signage through a partnership with Watauga County
o Partner with the Rosen Outdoor Sculpture
Competition and Exhibition, by selecting two Community Choice pieces,
every year, from the competition’s applicants for display in
downtown Boone
• Continue Community Partnerships by DBDA Serving on the Following Boards/Committees:
Watauga Land Preservation Book Committee

Continue to Recommend and Support UDO Changes that Benefit the
Businesses in the Municipal Service District
Objective: Support the development of the downtown Municipal District
Action Plan: Attend necessary stakeholder meetings and continue with diligence of task/recommendation goals
Goal 6: Revise the DBDA Budget to Support 2009-10 Goals
Objective: Afford the cost necessary for the completion of DBDA 2009-10 Goals
Action Plan:
• Both of the DBDA full-time staff members will
redistribute work load to accommodate necessary time for fund raising.
• Marketing and Advertising Budget for 2009-10 reduction
• Discontinuation of Sponsorship – Grants for 2009-10; funds to be applied toward site furnishings
